Short, delicate ring-handled clamp with a ratchet. The jaws bend to nearly a right angle and have fine horizontal serrations the full length.
Primary uses

Dissects around small vessels and ducts and carries a tie or vessel loop under them so the surgeon can ligate or retract, as in PDA ligation and coarctation repair in children.
