What it means
In the United States, the Controlled Substances Act sorts these drugs into schedules. Schedule I drugs have a high potential for misuse and no accepted medical use. Schedule II drugs, such as most opioids and stimulants, have accepted uses but a high potential for misuse; Schedules III to V have less and less.
For the nurse
Keep controlled drugs locked, count them at shift change as policy directs, and have a second nurse witness and document any waste. Report a count that does not match.
